Emergencies can occur at any time and at any place. The September 11 (or 9/11), 2001, attacks on the high profile World Trade Center (WTC) in New York City and the Pentagon in the Washington, D.C. area, made real the impact of an unexpected, or “no-notice,” event in a metropolitan setting. After those events, the Federal Highway Administration sponsored a series of workshops in 30 regions around the country to bring together the transportation community and first responders.  View Report
